PRIMARY comprises doctors who were exclusively FBS members at the time of merger on 05 January 2025, and who did not upgrade to FSS 2.0FBSXls. These members were absorbed into FSS 2.0FBSXls under special prevailing conditions with a 72-cycle obligation (instead of the standard 60). PRIMARY is not open for fresh enrollment.

Member Donation Obligations
When a claim event occurs, all active members contribute to the donation pool.

PRIMARY is a closed category from the FBS-to-FSS 2.0FBSXls merger. It is not open for new enrollment.
Who Is in PRIMARY?
Doctors who held FBS-only membership at the time of merger on 05 Jan 2025, and who were absorbed under the special merger terms (not upgraded to FSS 2.0FBSXls).
Admission donation: ₹2,500 (up to 35 yrs) • ₹5,000 (36–45 yrs).
Note: PRIMARY is not open for fresh enrollment.
Payment Obligation
72 half-yearly bill cycles (due to special prevailing conditions, unlike 60 cycles for PR and PL). After completing all 72 cycles, a nominal annual continuation fee of ₹500/year applies.
Half-yearly contribution: ₹4,900 (Ad FC) • provisional ₹5,450.
Enrollment age limit was 56 years (until 31 Dec 2025).
From 01 Jan 2026, the age limit is sealed at 45 years for all new enrollments. PRIMARY is not open for fresh enrollment as of FSS 2.0FBSXls launch.
